USCIS Announces Tougher Citizenship Test Starting October 18, 2025

The path to U.S. citizenship is about to change. Starting October 18, 2025, USCIS will implement a new version of the naturalization civics test. Applicants considering citizenship should understand these updates and act quickly if they want to take the current, simpler test.

The path to U.S. citizenship is about to change. Starting October 18, 2025, USCIS will implement a new version of the naturalization civics test. Applicants considering citizenship should understand these updates and act quickly if they want to take the current, simpler test.


What’s Changing?

Current 2008 Test:

  • Up to 10 civics questions asked from a pool of 100.

  • Passing requires 6 correct answers.

New 2025 Test:

  • Up to 20 civics questions asked from a pool of 128.

  • Passing requires 12 correct answers.


The testing process also changes: officers will stop the test once you either pass or fail, so you may not need to answer all 20 questions.


Are There Exceptions?

Yes. Certain older applicants will still qualify for a simplified version:

  • If you are 65 years or older and have lived in the U.S. as a permanent resident for 20 years or more, you’ll continue to take 10 questions, passing with 6 correct.

  • English language test requirements remain the same.


Why Timing Matters

If you file your naturalization application before October 18, 2025, you will take the current (2008) test. If you apply on or after October 18, you’ll be subject to the new, more difficult version.


This makes the next few weeks crucial for applicants who may find the new requirements challenging.


Other USCIS Updates to Know

Along with the test changes, USCIS has signaled increased scrutiny in several areas:

  • Disability waivers will undergo stricter review.

  • “Good moral character” requirements will be examined more closely.

  • Some reports suggest a possible return of neighborhood checks for applicants.


These changes could make the citizenship process more demanding for many applicants.

Employers may also feel the impact. Naturalization delays could affect employees, leading to longer timelines for workplace benefits tied to citizenship. Legal guidance can help both businesses and individuals prepare.


What You Should Do Next

If you’re eligible for naturalization now, it’s in your best interest to apply before October 18, 2025. Doing so allows you to take the current, easier test. If you wait, prepare for a more difficult exam and potentially tougher application review.
